Theresha Diallo

Theresha Diallo is the CEO and Founder of The Diallo Group (TDG), a multidisciplinary planning and design firm committed to delivering sustainable, mission-driven solutions across the public sector. Founded in November 2022, TDG operates from offices in Alexandria, VA; Orlando, FL; San Diego, CA; and Honolulu, HI, providing strategic support to clients across the nation.

In December 2024, Mrs. Diallo led the acquisition of The Onyx Group, a respected Alexandria-based planning firm with a decades-long legacy supporting federal facility and infrastructure projects. This acquisition strengthened TDG’s presence in the federal marketplace and expanded its institutional knowledge base.

TDG is certified as both a Minority Woman-Owned Business Enterprise (MWBE) and a Service-Disabled Veteran-Owned Small Business (SDVOSB). The firm delivers end-to-end services for federal and local government clients, specializing in:

  • Transportation and facility planning
  • Geospatial information systems (GIS)
  • Architectural and design services
  • Environmental and infrastructure consulting
  • Construction management and program delivery

Mrs. Diallo brings over a decade of experience leading large-scale planning, design, and environmental projects for agencies including NAVFAC, USACE, USDA, and various state and municipal governments. She is highly skilled in navigating DoD, Joint Staff, and NATO planning structures, and applies deep knowledge of federal programming, budgeting, and compliance regulations to every engagement.

Prior to launching TDG, Mrs. Diallo worked with Swift River Environmental Services, an Alaskan 8(a) firm, supporting architecture and engineering contracts nationwide. She holds a Master of Architecture, is a LEED Green Associate, a Six Sigma Green Belt, and holds a Federal Acquisition Certification in Contracting (Level I). She is also a licensed real estate professional in Florida.

A proud U.S. Navy veteran, Mrs. Diallo served for over 11 years, including eight years active duty and three years in the Navy Reserve. She commissioned into the Civil Engineer Corps and held multiple leadership roles including Assistant Public Works Officer, MILCON Planner, and Executive Officer for the Host Nation Program. Her service has been recognized with the Navy and Marine Corps Commendation Medal, Achievement Medal, and marksmanship awards.

Mrs. Diallo is based in Orlando, Florida, where she lives with her husband and daughters. Beyond her leadership at TDG, she is a passionate advocate for STEM education and workforce development in underserved communities. She founded the TDG Annual Scholarship, supporting students pursuing technical careers, and has built partnerships with over five Florida-based technical colleges. She frequently speaks at schools and community events, mentoring young professionals and promoting diversity and resilience in the built environment industries.
