Hungary and U.S. European Command Area of Operations
Under the $109.5M Master Planning & Design IDIQ (W912GB-19-D-0030), The Diallo Group, through the Exp-Onyx JV, supports the U.S. Army Europe and Africa (USAREUR-AF) with strategic Architectural and Engineering (A-E) planning services across U.S. installations in Europe. As part of this effort, our team has been tasked with providing SOFA (Status of Forces Agreement) planning support, primarily in Hungary, to assess infrastructure requirements and support long-term U.S. force posture in the region.
This work is delivered under a firm-fixed price contract vehicle through full and open competition. The Exp-Onyx JV is one of nine awardees selected to provide master planning, design, and A-E support services across Europe. Our scope includes:
- Requirements analysis aligned with SOFA agreements
- Facility and infrastructure master planning
- Support to USAREUR-AF decision-making on host-nation projects
- Coordination with U.S. and international stakeholders
- This planning supports U.S. strategic readiness in the European theater and ensures infrastructure is aligned with evolving mission and force requirements.
